Boulder Smart Regs Inspection
Boulder's Smart Regs program requires all new rental dwellings, constructed prior to July 1, 2001, to pass a one-time energy efficiency inspection, designed to ensure rental dwellings are at least 80% as efficient as the 2004 International Energy Code.
Rental Inspections LLC is fully licensed to perform Boulder Smart Regs Inspections.
What is measured: Essentially all the energy usage impacting features of your rental property, including:
Insulation in the attic and in the walls, below your floors.
Energy efficiency of your furnace / boiler, water heater, AC unit, refrigerator and dishwasher.
Presence of efficiency features such as solar panels, geothermal heat pumps, attic fans, and programmable thermostats.
The efficiency of your windows (steel/wood/vinyl, 1 vs 2 pane)
What portion of the heating/cooling ducts are inside your dwelling unit versus outside the insulated envelope of your dwelling.
If you are replacing water heater/boiler/furnace or AC, you can benefit from choosing the most energy efficient option (with the caveat that for heating water or air, newer, highly efficient, all-electric options do not award you any points under this 2012 program, points are awarded only for highly efficient gas burning appliances)
Many properties pass, while others may need 2,000 - $6,000 of investment to become compliant.
That said, some smart regs inspections can benefit from a air infiltration test (+$200) and/or adding to that a blower door test (+$150) that can in many instances provide points that help provide points for a home to pass with fewer or no upgrades. We can often determine up-front if that extra testing might provide needed extra points to get to the 100 point minimum.
